In January this year, the US’ interior secretary Ken Salazar has announced amendments in existing oil and gas leasing policy. As per the changes in the policy, the protection for land, water, and wildlife is higher as compared to the previous policy and this has been amended in order to reduce potential conflicts by environmentalists. The new policy is aimed at decreasing the costly and time consuming protests on litigation leases. The new leasing policy will enhance the role of public involvement in sanctioning oil drilling on public lands. The new approach is aimed at bringing certainty and predictability to currently prolonged leasing procedure. However, the new policy has also included certain duplications, which would further challenge the oil and gas companies in leasing the public property.

The amended policy has increased the role of Bureau of Land Management (BLM) by reinforcing BLM’s responsibilities in management of public lands for granting opportunities in generation of energy through both renewable and conventional fossil fuels. As per the new regulations, the leasing process will undergo internal and external scrutiny, verification of conformance to Resource Management Plan; have greater public participation and industry participation and comprise larger environmental review procedures.
